WebCenter Portal Device Group's Custom Skin Does Not Load When Viewing the Page From Mobile Device (Doc ID 2643584.1)

Symptoms

Using WebCenter Portal 12.2.1.3.

Created a Portal Page with a Page Variant for Mobile Pages.
A custom device group was also created which sets a custom skin to be used for devices.
This does not load when viewing the page from a mobile device from that device group.  Instead it loads a default simple-desktop....css skin.
