Goal

Customer has reported that Coherence Operator v2.1.0 cannot create WKA Service. They have attempted to deploy the version 2.1.0 of the Oracle Coherence Operator for Kubernetes, but the cluster will not deploy as the operator appears to attempt to create the WKA service too many times.
