OUDSM - Error "Root Exception Is Java.net.ConnectException: Connection Timed Out" Accessing OUD Instance (Doc ID 2645324.1)

Symptoms

When attempting to access an OUD server instance from OUDSM, the web cursor just spins and the following error is logged to WLS AdminServer-diagnostics.log:

[AdminServer] [NOTIFICATION] [] [oracle.idm.directoryservices.odsm.provider.ConnectionFactory] [tid: [ACTIVE].ExecuteThread: '19' for queue: 'weblogic.kernel.Default (self-tuning)'] [userid: <DN>] [ecid: <ECID> [APP: <APP>] [partition-name:<DOMAIN>] [tenant-name: <TENANT-NAME] ......

following error:

[Root exception is java.net.ConnectException:  Connection timed out (Connection timed out)]
