Exalogic October 2019 PSU: ZFS Storage Heads Not Coming UP After Upgrading And Waiting to Join the Cluster With "AKCS_BOOT_RX_JOIN" Status (Doc ID 2645386.1)

Symptoms

In Exalogic racks (both Physical and Virtual), When applying October 2019 PSU 2.0.6.3.191015, issue of ZFS heads not coming back online after upgrade is noticed.

When running Exapatch to upgrade the ZFS heads, the Exapatch upgrades the ZFS passive head first and reboots passive head. What we notice is that Passive head goes for reboot and never comes backup. Exapatch scripts timeouts after sometime and fails.

When checking the status of the Peer head which went down for reboot after upgrade using "configuration cluster show" command we see the status of Peer head which went for reboot as "AKCS_BOOT_RX_JOIN".

At the time of the issue when we login to the SP console of the ZFS storage head which went down for reboot, we notice that it is hung at point where it is trying to join the cluster. Below is error snippet we see from ILOM console.
