Symptoms

The setup of the Cluster is as follows

Managed Servers: MS1 and MS2 in the cluster named cluster1.
Migratable Target 1 Name: MS1(migratable) hosting JTA1 and JMS1 Services, Current Hosting Server: MS1, Candidate Server: MS1, MS2
Migratable Target 2 Name: MS2(migratable) hosting JTA2 and JMS2 Services, Current Hosting Server: MS2, Candidate Server: MS1, MS2

The requirement is to migrate Migratable Target named "MS1(migratable)" from Current Hosting Server MS1 to MS2 using WLST migrate() command.

When attempted to Migrate Services from the current hosting Server to the candidate server using the WLST command

migrate(Name of the Miratable Target, destination name, sourceDown, destinationDown, all), it fails with error
