Cannot Hit Web Site When SSLSessionCache Is Enabled (Doc ID 2648637.1)

Symptoms

When attempting to request an application in a 2-way SSL configuration the following error occurs.

"This Page Can't Be Displayed"


The issue can be reproduced at will with the following steps:
1. Request page in SSL, with SSLSessionCache enabled.
2. Receive the error indicated.
3. Disable SSLSessionCache, the issue does not reproduce.
