Inbox, Pending Approvals, Manual Provisioning and Pending Certifications Pages Do Not Open for Specific User(s)

Symptoms
After selecting the Inbox or one of the pages used to view approval tasks, the tab opens but displays an error message. Other users can access the Inbox or Pending Approval pages without any issue. The error message on the page is:
Error Message:
Error showing tasklist. Possible reasons could be: 1. SOA server connection information is not available. 2. If it is run in federated mode, the default server may be down.
When the issue occurs, the OIM logs shows several errors containing messages like:
ORABPEL-30511
Caused by: ORABPEL-10516
Cannot find user.
An error occurred while getting user "<USER_ID>" from configuration "jazn.com"
Check if the user exists in the repository specified by the configurations.
