On : 12.2.1.4.0 version, WLS-Config (non-component)

WebLogic Server logging output timestamp in an undesired format.

Current format is  Mar 2, 2020 7:42:03,644 PM UTC,  but desired format is  Mar 2, 2020 19:42:03, 644 UTC.
