Windows Capture Server 12.2.1.4.0 Fails to Convert PDF to TIF "CaptureOITExport crashed before acknowledging session"

Symptoms
After upgrading a Windows Capture server from version 12.2.1.0.0 to 12.2.1.4.0, the Document Conversion Processor fails to convert PDF documents to TIF. The error found in the Capture managed server log reads:
CaptureOITExport crashed before acknowledging session
In the Application Event Viewer log the error shows as:
