On-Demand Publish is Failing Immediately (Doc ID 2649123.1)

Symptoms

Unable to publish, the publish attempt fails before the serialization step.  

The sites.log shows the following errors:

[ERROR] [] [oracle.wcsites.framework] [tid: 139] [userId: <anonymous>] [ecid: <ecid>] [APP: sites] [partition-name: DOMAIN] [tenant-name: GLOBAL] error: errno -2 on attempt to login
[NOTIFICATION] [] [oracle.wcsites.xml] [tid: 107] [userId: <anonymous>] [ecid: <ecid>] [APP: sites] [partition-name: DOMAIN] [tenant-name: GLOBAL] ProcessQueue: Could not log in with the xcelerate.batchuser and xcelerate.batchpass

And

[ERROR] [] [oracle.wcsites.wem.sso.rest] [tid: 15367] [userId: <anonymous>] [ecid: <ecid>] [APP: cas] [partition-name: DOMAIN] [tenant-name: GLOBAL] org.jasig.cas.authentication.AuthenticationException: 1 errors, 0 successes[[


While the cas.log shows the following error:
