Unable to See Application References in the Library Overview Tab (Doc ID 2649929.1)

It has been observed that before restarting applications via the Admin Console, > Deployments > Library Overview Tab the applications referenced by a particular library are seen.
After restarting the Applications, they are no longer seen in this view. The applications themselves still function correctly.
