Internal Server Error and WCS-11002 Error Clicking Link for a Document (Doc ID 2650238.1)

Symptoms

In an upgraded portal (11g to 12.2.1.3), a link for a document fails with Internal Server Error and shows the following error in the diagnostic log's file:

[WC_Portal] [ERROR] [WCS-11002] [oracle.webcenter.content.internal.http.HttpServiceImpl] Internal server error: {0}[[
oracle.webcenter.content.internal.http.InternalServerErrorException: Internal server error: {0}

Sample steps to reproduce:

1. In WCP 11g, create a portal and upload a document
2. Get a link to the document and add it in a text component in a page
3. Create a wiki and add link to the above document
4. Upgrade to 12.2.1.3.0 + 2019 July Bundle Patch (BP)
5. Click on the links created in #2 and #3
6. Both the links should work properly but display an Internal Error

It was also reported that this worked in earlier versions of 12.2.1.3 (pre 2019 July BP).
