HTML Form Data Sorted in Wrong Order in WebLogic 12c With ORDS (Doc ID 2651149.1)

Symptoms

ORDS 17.4 -> 19.4 version.

ACTUAL BEHAVIOR
---------------
While using Flexible Parameter Passing, ORDS does not read the parameters in the order provided by a HTML Form.

EXPECTED BEHAVIOR
-----------------------
Expect the parameters to be read in order.


STEPS
-----------------------
1. Create a simple HTML form that contains 6 parameter values.
2. Run the database procedure that reads the parameters and prints from ORDS .
3. The results are random and are not in the order the parameters were input (as displayed when using OHS to call the same procedure).

WHAT WORKS?
-----------------------
 OHS reads the values in order.
 ORDS deployed in Tomcat does read them in order too.
