Two Email Notifications Sent for the same Dispositon Approval Action, When Only One Is Expected.

We are seeing an 2 email notifications sent out for each disposition action in category. Its because each disposition action requires two batch runs to process the action/approval correctly. But the first email notification provides a link that sends user to pending action page with empty actions. Once the second batch services is ran, the item will appear as expected. The issue is with first email notification, which should not have been sent until t here is an actual item to process/approve. Basically, we don't want to see an email notification until the second records batch services is ran or if there is an actual record item to approve.
