OSB-380000 'HTTP method DELETE doesn't support output'

An OSB business service trying to consume an external Oracle Service Cloud REST method which requires the 'DELETE' verb. In testing, sometimes the delete method works fine but many times the business service returning a fault
OSB-380000 with 'java.net.ProtocolException: HTTP method DELETE doesn't support output'
