Imaging 11g To 12c Migration Tool Indicates Invoice Migration was Successful But Some Annotations Do Not Appear (Doc ID 2654019.1)

Symptoms

After an 11g to 12c WebCenter Content: Imaging migration, some invoices having annotations were not opening correctly.  The Oracle Migration Tool was used to migrate.  The below instructions were used:

After the migration was completed, some invoices are not visible to users. Migrating them individually did not change the results. 

Changes

Run the Migration Tool on the Imaging 11g documents.
