Action Menu Item Order Is Different For Single Selection And Multiple Selection For Approval

After applying patch 28624187 to fix the issue where the wrong action can be triggered when using the multi select option and performing the approval or rejection from the drop down menu, the following additional issue is seen:
In the Pending Approvals view, if you select one single request, the actions drop down menu displays "Approve" first, then "Reject" below it, in that order.
But if you ctrl+click to select multiple rows at once, the options are reversed, with "Reject" being first and "Approve" below it.
