Goal

If an anonymous (unauthenticated) user performs an open search on a standard URM instance, the following items are visible and shouldn't be

USER_TASKPANELS
PANEL_WORKFLOW
PANEL_URLS
PANEL_SUBSCRIPTIONS
PANEL_SEARCH
PANEL_SAVED_QUERIES
PANEL_LINKS
PANEL_GOOGLE
PANEL_CHECKOUT

These are idoc or xcsr items. It is not expected that they are visible to an anonymous user?

They are all DDOCTYPE=System DSECURITYGROUP=PUBLIC
Other Panel_System files are assigned to DSECURITYGROUP=RECORDSGROUP (as expected) and not visible to an anonymous user.
