When SID is Blank in Connection Setting of JDBC Driver, Connection May Hang up on Client side

Symptoms
If the SID is not specified in the JDBC connection settings, an exception is excepted to occur. The exception is shown when using JDBC 18c or earlier.
However, when using JDBC 19c ojdbc8.jar, the result is a hang in certain cases.
This issue has been identified during testing for error handling.
Changes
JDBC 19c ojdbc8.jar is used.
