Disabled SSL For NodeManager, Now Seeing FAILED_NOT_RESTARTABLE For OAM Managed Server (Doc ID 2657361.1)

Symptoms

On WebLogic Server 12.2.1.3 the managed server doesn't start when starting using Nodemanager. However, when starting using the script ./startManagedWebLogic.sh <managed_server_name>, it starts up fine

Error see in the log is as follows:
