patch_oim_wls.bat Fails "Exit code:1 Automation Failed", However the patch_oim_wls log is Empty.

Symptoms
Applying Oracle Identity Manager(OIM) Bundle Patch in a Windows OS environment.
Running patch_oim_wls.bat throws following error:
Steps to replicate:
1. opatch apply is successful.
2. Filled in patch_oim_wls.profile with needed information.
3. Set the necessary environment variables.
4. Now run patch_oim_wls.bat.
It fails with following error:
"Automation Failed. Logs can be found at <MW_HOME>\Oracle_IAM1\server\bin\patch_oim_wls_xxxxxxxxxxxx.log"
Please note:
<MW_HOME>\Oracle_IAM1\server\bin\patch_oim_wls_xxxxxxxxxxxx.log will be empty.
