Sequence Numbering Not Reset Using %SEQ% With FTP Adapter (Doc ID 2659024.1)

Goal

 Sequence number doesn't reset when setting the following property to use a sequence with the FTP Adapter:

<property name="FileNamingConvention" value="file_%yyMMdd_HHmmss%_%SEQ%.txt"/>

Expected:
file_201013_112233_1.txt
file_201013_112233_2.txt
file_201013_112234_1.txt
file_201013_112235_1.txt
file_201013_112236_1.txt

Current:
file_201013_112233_1.txt
file_201013_112233_2.txt
file_201013_112234_3.txt
file_201013_112235_4.txt
file_201013_112236_5.txt
