Running Config.sh for OID/DIP 11g to 12c Upgrade Fails With Exception: "com.oracle.cie.domain.ConfigGroupsException: Cannot parse config-groups.xml" (Doc ID 2659688.1)

Symptoms

Upgrading Oracle Internet Directory (OID) and Directory Integration Platform (DIP) from 11g to 12c. Before going to 12.2.1.4, an upgrade to 12.2.1.3 is necessary.

Following the OID Upgrade Guide, the high-level steps are described here:

In a short summary, it says that you run the 11g config.sh (to extend the domain for DIP if not already done), the Installer, RCU, UA-readiness, UA, 12c reconfig.sh (which includes DIP steps), UA again, start all processes, run the 11g config.sh again to extend domain for DIP, start all processes again, and then finally the post-upgrade steps for DIP. The aforementioned includes some confusion and duplicating steps that need to be clarified.

The problem occurs when running the 11g config.sh the second time after the core upgrade steps are complete, where the following exception occurs:

Select the required option to upgrade Oracle Directory Integration Platform to 12c.

Complete the following steps to upgrade Oracle Directory Integration Platform to 12c:

Start the configuration wizard by running the following command from the location EXISTING_MW_HOME/oracle_common/common/bin:
(UNIX) ./config.sh
(Windows) config.cmd
Ensure you start this command from the 11g Middleware Home.

On the Welcome screen, select Extend an Existing WebLogic Domain, and then click Next.
In the configuration wizard, from available templates list, select Oracle Directory Integration platform (DIP).
Click Continue and complete the upgrade.
