High CPU Utilization Due to Too Many "BEA-002939" Messages in a Clustered Environment

Symptoms
There are 14 managed servers in a clustered environment. The CPU utilization was reaching upto 90%, whenever the servers are started with absolutely no traffic. Since the CPU utilization was too high, the servers were unable to start.
In the server logs, there are too many entries of these "<BEA-002939>" can be found. Below is the sample entry for reference:
