UMLAUTS Special Characters are not Getting Displayed Properly in a JSP Page When Application is Upgraded from WLS 10.3.6 to WLS 12.2.1.3 (Doc ID 2661163.1)

Symptoms

On WLS 12.2.1.3, you are unable to log into your application with the external LDAP user when the username contains UMLAUTS special characters.

The user exists in the Active directory but before it connects to the active directory, it gets converted as described above. As a result, the search fails.

Changes

 Upgraded from WebLogic Server 10.3.6 to 12.2.1.3. Application JSP page is using ISO-8859-1 encoding. However, default encoding changed to UTF-8 from WLS 12.1.3 onwards
