OUD 12c - Issue with Import from ODSEE to OUD; "(ACI) bind rule keyword value "VALUE" is invalid" and "server is being put into lockdown mode" (Doc ID 2661325.1)

Symptoms

On : 12.2.1.4.0 version.   Migrating from ODSEE to OUD.   On ldif import a message reported that server has been put in lockdown mode.

Message in admin log:

"The provided Access Control Instruction (ACI) bind rule keyword value "groupdnattr" is invalid. A valid keyword value is one of the following: userdn, groupdn, roledn, userattr,ip, dns, dayofweek, timeofday or authmethod"

and:

message="The Directory Server has sent an alert notification generated by class org.opends.server.authorization.dseecompat.AciListenerManager (alert type org.opends.server.authorization.dseecompat.ACIParseFailed, alert ID 12714061): The server is being put into lockdown mode because invalid ACIs rules were detected either when the server was started or during a backend initialization"
