Tpimport with TPEX_STRING and Ilen Fails with "Error tpimport(): TPESYSTEM - internal system error" (Doc ID 2661693.1)

tpimport(3c) with TPEX_STRING and ilen does not work as described in the documentation "If TPEX_STRING is not set in flags, then ilen contains the length of the binary data contained in istr. If ilen is 0, istr is assumed to point to a NULL-terminated string, and the TPEX_STRING flag is inferred."
If ilen is 0, tpimport fails with "TPESYSTEM - internal system error" regardless if flags are 0 or TPEX_STRING.
It works only if ilen is set to the actual length of base64 string.
