Goal

JAN 2020 PSU <Patch:30340202> was applied to a database version 12.1.0.2.0.. After successfully applying the patch, an application using TLS 1.2 with JDBC 12.1.0.2 (ojdbc7.jar) is unable to connect to the database. At that time, changing TLS version to 1.1 solved the connection issue.
TLS 1.2 connections with AUG 2017 PSU (PSU Database Patch Set Update : 12.1.0.2.170814 (26609783) ) were working fine before the application of the JAN 2020 PSU patch.
Why is the application unable to connect to database after JAN 2020 PSU was applied?
