OID Instance start in read_only mode after OID Upgrade From 12.2.1.3 To 12.2.1.4 (Doc ID 2663489.1)

Symptoms

OID upgraded from 12.2.1.3 to 12.2.1.4.
Next steps followed.

1. Install FMW infra and OID in new Oracle Home.
2. Run Pre-Upgrade Readiness Check.
3. Upgrade Product Schemas using Upgrade Assistant tool for option “All Schemas Used by a Domain”
4. Check the schema status in database using
SELECT MRC_NAME, COMP_ID, OWNER, VERSION, STATUS, UPGRADED FROM SCHEMA_VERSION_REGISTRY ORDER BY MRC_NAME, COMP_ID;
5. Reconfigure Domain with new oracle home on server

All steps completed without any issue or message reported.
But oid1 instance start in read_only mode.

OIDMON log has below WARNING
[2020-04-15T09:13:05.815512-04:00] [OID] [NOTIFICATION:16] [] [OIDMON] [host: <OID_SERVER>] [pid: <pid>] [tid: <TID>] Guardian: WARNING: Connected to incorrect OID base schema version, (version=12.2.1.3.0).
WARNING: OID server (version 12.2.1.4.0) is now operating in read_only mode
