GUI Date Picker and Tool Tip Disappearing When Scrolling (Doc ID 2663755.1)

Symptoms

GUI Date Picker and Tool Tip disappearing on scroll.

In an app running in 12.2.1.2.0 or 12.2.1.3.0, when a datepicker is shown and the user scrolls the page, the datepicker gets dismissed once the field it is attached to moves out of sight.
Same happens for field tooltips.

This did not happen in earlier 11.1.1.7.0
