How to Disable "debugpatch-agent.jar" in a WLS 12c Domain?

In WebLogic Server 12c the debugpatch-agent.jar file was introduced to simplify the process of capturing
diagnostic data for quicker problem resolution. With this feature, debug patches can be dynamically activated without having to restart servers or clusters or redeploy applications in a WebLogic domain.

It does not exist in prior versions to 12c releases.

Disabling this will remove the ability to apply debug patches dynamically. It doesn't affect Weblogic operation.
