Symptoms

JDBC connections fail with the following error:

org.springframework.jdbc.CannotGetJdbcConnectionException: Could not get JDBC Connection; nested exception is org.apache.commons.dbcp.SQLNestedException: Cannot create PoolableConnectionFactory IO Error: Socket connect timed out.
