Symptoms

Veridata Agent fails with start with:

OGGV-00103: Cannot connect to 'server.<host>.com'
OGGV-00108: Cannot start RHS agent, mgr=server.<host>.com, port=<port no>, error=java.io.EOFException: EOF
OGGV-00118: Agent message (1): Cannot start agent
OGGV-00119: Agent remote message (1): TCP/IP error: Connection refused
