Removing WebLogic Patch Throws "com.bea.plateng.common.util.logging.LogWriter - Patch not installed: <PATCH_ID>" (Doc ID 2666284.1)

Symptoms

When trying to remove <patch_id> by using below command :

./bsu.sh -remove -patchlist=<patch_id> -prod_dir=/<MW_Home>/wlserver_10.3 -log=/<MW_HOME>/utils/bsu/cache_dir/<patch_id>.log

Getting "Patch not installed: <patch_id>" output.

Following is seen from <patch_id>.log:
