APEX 19.2 Interactive Grid Throws Internal Server Error Upon Save (Doc ID 2669011.1)

Symptoms

After Upgrade from Apex 5.2 to 19.2, Interactive Grid Report Pages throws below error.

It was believed that this issue was related to <Bug 30520385> - INTERACTIVE GRID DML PROCESS WITH CUSTOM PL/SQL CODE USING :ROWID ERRORS OUT WITH "STOP APEX ENGINE", which is fixed in the 19.2 bundle <Patch 30392181>.
That patch was applied to separate 19.2 installation and the problem still occurs.
