Unable to login to WebLogic 12.2.1.4.0 Admin Console (Doc ID 2669076.1)

Symptoms

Unable to login to WebLogic Admin console. It throws the following error message in browser:

A serious condition has been detected which prevents the proper operation of the WebLogic Administration  Console.
It's likely that this condition is the result of a configuration problem,. see the log files for more information

It is the new installation and have SOA and OSB  installed on top of WebLogic. The versions of WebLogic, JDK and Operating System are as follows:

WebLogic Version : 12.2.1.4.0
JDK : 1.8.0_241
OS : OEL-7.7
