Symptoms

Access to JAX-RS application is failed with error "WELD-001303" after un-deploy/deploy operation.

However, the JAX-RS application is accessible after WebLogic server restart.

This issue is also seen with the following patch combination on WLS 12.2.1.3.0.

WLS12.2.1.3 + patch 28312221 REPRODUCED
WLS12.2.1.3 + patch 21180309 REPRODUCED
