Symptoms

On : APEX 18.X, 19.X version, Install

ACTUAL BEHAVIOR
---------------
After installing an APEX runtime environment and converting it to a full development there are missing objects and grants
i.e
PUBLIC SYNONYM APEX_SYS_ALL_CONSTRAINTS
PUBLIC SYNONYM APEX_SYS_ALL_DEPENDENCIES
PUBLIC SYNONYM APEX_SYS_ALL_OBJECTS
PUBLIC SYNONYM APEX_SYS_ALL_SYNONYMS
grant read on apex_190100.apex_sys_all_constraints to public;

EXPECTED BEHAVIOR
-----------------------
To have a complete development installation

STEPS
-----------------------
1. Install APEX 19.X development on a 12.2.x database.  The results are fine.
2. Install APEX 19.X runtime environment on a 12.2.x database and then convert that instance a development environment.
The test result return errors like ORA-00942 for simple action like object browsing.
3. Compare the synonyms created by installer in both instances and find some are missing.
