Adminserver is Taking Almost 2 Hours To Start On NFS (Doc ID 2670096.1)

Symptoms

On Weblogic 12.2.1.3.0 version, Configuring high availability for Admin server, when the server domain is configure with NFS, it takes almost 2 hours to come in running mode.

The issue can be reproduced at will with the following steps:
1. Followed the procedure of Admin server HA
