New WebVerifier User Cannot See Batches and Cannot Change Project And Database Job Settings

Symptoms
When attempting to login to WebVerifier 12.2.1.4.0, a new user can't see any batches in the batch list and gets the error:
The project setting has not been configured yet. The batches cannot be opened with no project file configured.
Please switch to the application settings and select the project to open the documents with.

But when attempting to make changes via the Options menu and selects Settings, this message appears:
You do not have permission to change the WebVerifier settings, please contact your system administrator for further assistance.
Changes
This is a newly added user to the WFR project.
