"Cyclic dependency detected" Installing ODI 12.2.1.x into BI Publisher Managed Server (Doc ID 2673138.1)

When attempting to install Oracle Data Integrator (ODI) in the same managed server where Business Intelligence (BI) Publisher is configured to execute, the installer gets to 51% and the following error occurs: Cyclic dependency detected among featureset libraries: [/app/Oracle/Middleware/Oracle_Home/modules/clients/oracle.odi.sdk.clientLib.jar, /app/Oracle/Middleware/Oracle_Home/modules/clients/, /app/Oracle/Middleware/Oracle_Home/modules/clients/oracle.odi.common.clientLib.jar]

When checking the resource limits, the following resource limits are set for the 'oracle' user, which should be large enough to handle the amount of files accessed. 

oracle soft nofile 819200
oracle hard nofile 819200
