WebLogic Coherence Web Session Requests are hanging, but not executed in REST based coh*web applications. (Doc ID 2674324.1)

Symptoms

Users are seeing backlog event spikes that seem to be slowing down their WebLogic tier applications those are using Coherence Web for session management. At the top of nearly every hour, they see response times for applications show significant spikes in duration. They ran packet captures on the load balancers in front of the WebLogic applications, as well as on the WebLogic servers and see that the traffic gets to the WebLogic server, and then there is a delay of 5-15 seconds before application data shows any activity, including access logs and application logs. Based on WebLogic's first action with these requests being to reach out to Coherence to retrieve the session information, it seems that the issue would be on the Coherence side.

Upgraded applications to FMW WebLogic Coherence 12.2.1.x.x version.
