Frequent Stuck Threads from GET /imaging/faces/Authentication/Login.jspx

Symptoms
On : 12.2.1.3.0 version, Core Services
Stuck threads from [GET /imaging/faces/Authentication/Login.jspx]
Stuck threads happen in pairs, every couple of days or so.
The Thread Dump and Server logs have the following messages:
"[STUCK] ExecuteThread: '38' for queue: 'weblogic.kernel.Default (self-tuning)'":
waiting to lock monitor 0x00007f8150052128 (object 0x000000072f102fd0, a java.util.concurrent.locks.ReentrantLock),
which is held by "[STUCK] ExecuteThread: '23' for queue: 'weblogic.kernel.Default (self-tuning)'"
"[STUCK] ExecuteThread: '23' for queue: 'weblogic.kernel.Default (self-tuning)'":
waiting for ownable synchronizer 0x000000072f102ef0, (a java.util.concurrent.locks.ReentrantLock$NonfairSync),
which is held by "[STUCK] ExecuteThread: '38' for queue: 'weblogic.kernel.Default (self-tuning)'"
