OSB Admin Server Slow Start When All Managed Servers Are Down (Doc ID 2676094.1)

Symptoms

When all Managed servers are down in the environment, it takes around 20 mins to startup the OSB Admin server.
When 1 of the Managed servers or all are up, it takes 5 mins to start the OSB Admin server.
