Oracle Forms Scrollbar Stops Working After Losing Focus (Doc ID 2676403.1)

Symptoms

A form is displayed that contains scrollbars.  The scrollbars are working properly and when using the scrollbars the fields move with the scrollbars.  When focus is taken away from the form (click on another app or minimize window) and then returned to the form, the scrollbar still works but the form is not scrolling (fields stay in same place).

Behavior is same using Forms 12.2.1.1 or 12.2.1.4.  The client JRE version is 1.8.0_231.
