ADF Drag And Drop Functionality is not Working Consistently in Specific Browser Versions (Doc ID 2676891.1)

While trying to implement the drag and drop functionality on ADF table in JDeveloper, it is seen it is not working for some users.

There is no chance of dragging the rows for some users in Chrome. The mouse icon switches to something that resembles a "forbidden" sign, and rows can't be dragged at all. For users who have Chrome Version 76.0.3809.100 it is working fine.
Users who have newer version 79.0.3945.88 encounter the issue.

In IE 11, there is no mouse pointer switch, but the row numbers text gets selected and consequently the drag and drop functionality does not work. Users who are using IE 11.1504.16299.0 do not encounter the issue.
For user who are using IE version 11.535.18362.0, then the issue occurs for them.

The issue is not seen in Firefox.
