Oracle Identity Governance (OIG) 12c Has Its' Metadata Services (MDS) Configuration Data Updated During Restarts with Incorrect Data (Doc ID 2678033.1)

Symptoms

ACTUAL BEHAVIOR
---------------
OIM 12.2.1.3.200108.2108 is getting updated with wrong database information.

We have updated /db/oim-config.xml and various other files in MDS through the exportMetadata/importMetadata operations in the MDSAppRuntime bean.  When it is imported back into MDS, it always shows the correct data.  However, after some time it suddenly has incorrect values such as database connections now pointing to an older database.

EXPECTED BEHAVIOR
-----------------------
MDS config data should remain static.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform an exportMetadata operation
2. Make some updates to the oim-config.xml file
3. Import the new config back into MDS
4. Verify MDS contains correct config data specifically for the database specified in oim-config.xml
5. Sometime later, notice that the database config is now pointing to another database, most likely after a cluster restart

NOTE:  This issue has been reported for updates to oim-config.xml, as well as reconciliation mapping, and UDF form modifications.  Any changes made to the MDS post-upgrade can potentially be lost if the metadata.mar contains pre-upgrade versions for those areas, as the metadata.mar content will overlay the post-upgrade MDS content.
