Symptoms

The managed server fails to start:

<Info> <WebLogicServer> <BEA-000377> <Starting WebLogic Server with Java HotSpot(TM) 64-Bit Server VM Version 24.181-b09 from Oracle Corporation.>
java.io.IOException: [DeploymentService:290066]Error occurred while downloading files from Administration Server for deployment request "20,432,116,548,241,966". Underlying error is: "null"

Followed by several exceptions showing the same java.io.IOException and claiming the "Error occurred while downloading files from Administration Server"
