After OIM/OAM 12.2.1.3 Integration, The Forgot Password Link is not Working and Getting the Error: "oracle.iam.ui.platform.exception.OIMRuntimeException: Cannot proceed with reset password. Please contact System Administrator." (Doc ID 2678218.1)

Using Oracle Access Manager (OAM) 12.2.1.3, Oracle Identity Manager (OIM) 12.2.1.3:

After configured OIM OAM SSO environment using the documention below : 

Integrating Oracle Identity Governance and Oracle Access Manager

From the OAM login page, the Forgot Password link is not working and when clicked it does nothing and getting the error below in the OIM log:

Although When logged into OIM login page directly and clicked the Forgot Password link, It works.
