Not able to deploy the ADF Form project to one of the environments

Symptoms
When trying to deploy an ADF Human Task Form to one of the environment, the deployment fails with the following error:
weblogic.application.ModuleException: java.net.ConnectException: Connection timed out
Deployment cancelled.
---- Deployment incomplete ----
Remote deployment failed (oracle.jdevimpl.deploy.common.Jsr88RemoteDeployer)
The same form deploys without any issues to other environment. The problem affects only the ADF form and not the SOA Composite
If you attempt to generate the EAR from the Form and then deploy the EAR on the WLS console, you get an error
java.security.PrivilegedActionException: weblogic.common.ResourceException: No credential mapper entry found for password indirection user=<user> for data source <datasource>
Changes
The Application has one or more ADF forms and SOA/BPM composite that uses a DB Adapter.
The application has a DB connection defined.
